Now when Moses went into the tent of meeting to speak with Him, he heard the voice speaking to him from above the mercy seat that was on the ark of the testimony, from between the two cherubim, so He spoke to him. – Numbers 7:89

Have you heard God’s voice? If not, why not? For Moses to hear God’s voice, he first had to enter God’s presence. Yet, for a Christ-follower, God is always present (Christ in you the hope of glory). So, if a person isn’t hearing God’s voice, it is not a problem with His presence. It is rather a problem with ours.
You see, though God is always present in us (by the Holy Spirit), we aren’t always listening. We’re too busy, preoccupied, and distracted. God’s Word is readily available (for many of us), but we can’t find the time to read or listen to it. As God once spoke to Moses in the Holy of Holies (and he reflected God’s glory afterward), He now speaks to us through His Word (prayer, circumstances, and the church) that we might also reflect the glory of His Son, Jesus.
God is with us. Are we with Him?
